I beg to forward for the consideration of Her Majesty's Government, Copy of a report made to me by Mr. Martin, the Treasurer of the Colony, on the subject of the currency,
and Exchange generally.
Your Lordship will observe, that
Proclamation dated the 29th of March 1842, issued by Sir Henry Pottinger, before Hongkong was erected into a British Colony, all Coins whether British or
not therein enumerated are,
expressly declared not to be a legal tender in common Bazaar purchases, barter, hire &c but, the Proclamation does not
